In addition to the investment incentives under the provisions of the Government, the investors in Yen Bai are also entitled to investment incentives under Decision No. 05/2012/QD-UBND, dated 29/03/2012 by People's Committee of Yen Bai province issueing preferential policies to attract investment in industrial manufacturing and services in Yen Bai:

* Subject:

• Domestic and foreign investors performing investment activities in the Yen Bai province.
• The following investment areas are not subjected to this policy: mineral processing and mining projects, white limestone mining and processing, hydroelectric construction projects and others conditioned projects entitled to incentives under the provisions of the Government.

* Land and surface water leasing price:

• Incentives for land leasing price: Investors may lease land with the lowest leasing price issued annually by the provincial People's Committee for each area.
• Incentives for surface water leasing price: Investors may rent surface water with the lowest level under current regulations of the Government.

* Support for site clearance and ground levelling: The province shall support 50% of the compensation and ground leveling costs, applicable for the approved actual construction, production area, not for the area reserved for production expansion or area used for other purposes. The maximum support is not more than VND 3 billion/project.

* Financial support for local workers training: The province provides financial support for investors who carry out vocational training for local residents to work for the investors’ project on a term of at least one year. The support is provided at once:

• Support VND 01 million/person/training course for primary level,
• VND 02 million/person/training course for intermediate level,
• VND 03 million/person/training course for college level.

* Financial support for commercial promotion activities:

• Support for building products brand (especially cinnamon, tea, rice, fine arts, gemstone paintings, post¬processing white stones). The support amount is decided by the Provincial People's Committee for each specific case at maximum of VND 100 million per brand.
• Organizations and individuals carrying out investment promotion activities will be supported with the maximum amount of VND 50 million /project if they successfully attracted foreign direct investment (FDI) projects which have registered capital of USD 01 million or more in Yen Bai province.
• Establishments that have products for export and the directly exported goods worth USD 0.5 million or more will be supported at the rate of VND 50 million and not exceeding VND 2 billion.

* Administrative procedures: one door mechanism.

Mainly concentrating in mining and processing limestone products including: Building materials manufacturing: cement, natural stone products, stones for construction. Mineral processing: Processing products from limestone (CaC03).
