Investors (local or foreigners) may choose the area of investment into Dinh Vu - Cat Hai (excluding conditional projects of the tariff areas or the prohibited list according to the law). Projects in the Zone must follow the quick and convenient registration and examination procedures to get the Investment Certificate and current Incentives applying for the social economic area of special difficulties accordance with the Laws on Investment; on Land; on Enterprise Income Tax; on Tax; on Import - Export Tax; on Cooperatives, and other Government regulations. Detail as follow:

Corporate Income Tax: Cooperatives and newly established businesses from investment projects receive the income tax treatment of 10% for 15 years from the start of operation; free of Income tax for 04 years from the starting point of having taxable income and reduction of 50% tax of 09 following years. Projects of special priority list and having remarkable impact on society or economic that need to be more encouraged with be submitted to the Prime Minister by the Minister of Finance.

Personal Income Tax: Vietnamese and foreigners working at the Economic Zone enjoy 50% reduction of income tax.

Import, Export tax: Exemption is applied for following cases:

• Commodities imported and only used in non-tariff area of Dinh Vu - Cat Hai Economic Zone;
• Commodities exported from the non-tariff area; - Commodities transferred to other non-tariff areas or to Exported Processing Enterprises in Vietnam’s territory;
• Commodities beyond the export duty list originated from Vietnam inland transferred to non-tariff area;

VAT: Commodities and services manufactured and consumed in the non-tariff area and commodities and services imported from abroad into the non-tariff area are free of VAT; Commodities and services from Vietnam inland and tariff area of the Economic Zone transferred into the non-tariff area are 0% of VAT.

Special consumption Tax: Commodities and services of this tax are produced and consumed in or imported into non-tariff area are exempted (except for other regulation of Law) Lease on land, water surface: Exemption for following cases:

• Investment projects of special encouraging areas;
• Projects using land for building accommodation for workers of industrial zones; building student’s dormitory by state budget; building public facilities for profit (socialization) in education, health, culture, sports, science - technology.
• Counting from the date of operation starts, details as follow: 11 years for investment projects in Dinh Vu - Cat Hai Economic Zone; 15 years for projects of the encourage investment list.
